The Singapore Tourism Board (STB) has launched a Concept and Price Revenue tender for the redevelopment of 37 Emerald Hill, a 1.04-hectare site off Orchard Road.
The site sits on the former grounds of Singapore Chinese Girls’ School, at the junction of Somerset and the Emerald Hill Conservation Area. STB said the tender forms part of the Orchard Road Rejuvenation Plan, which aims to strengthen the precinct as a lifestyle destination through a mix of conserved and new buildings, curated experiences and public spaces.
STB is seeking proposals for a new-to-market hotel concept alongside lifestyle experiences it described as first-of-its-kind. The board said the development should include public spaces with year-round programming to sustain footfall and community engagement.
Heritage site to anchor precinct
STB said the completed development will add to Singapore’s tourism landscape and reinforce Orchard Road’s appeal as a premium lifestyle destination. It added that the project would also expand recreational and leisure options for residents in the area.
Ashlynn Loo, director of land and concept development at STB, set out the board’s ambitions for the site.
“We envision 37 Emerald Hill becoming a distinctive landmark that strengthens Orchard Road’s position as an iconic lifestyle destination, supporting our ambition for quality tourism growth towards 2040,” Loo said. “As part of the continued rejuvenation of Orchard Road, this development will celebrate the site’s rich heritage while introducing fresh experiential concepts for both visitors and locals. Situated at the heart of Orchard Road, we are confident this mixed-use development will become a new destination draw that enhances the precinct’s appeal and complements the vibrancy and character of its surroundings.”
The tender is open to local and international bidders and will run for six months. Proposals are due by 16 March 2027.
